The Danish Ministry of Finance has issued a new administrative directive on land-based wagering that mandates players to sign up with businesses operating in the sector when placing bets.

This new directive will take effect on October 1, 2023, and aims to align Denmark’s land-based and retail gambling with the Know Your Customer (KYC) and Anti-Money Laundering (AML) procedures prevalent in online wagering.

“The partial deregulation and modernization of the gambling market since January 1, 2012, and the experience with the gambling market after the deregulation in 2012, have shown a continuous need for new measures to address gambling addiction, bolster consumer protection, and combat crime,” the administrative directive reads.

The administrative directive also states that by requiring players to enroll, it removes the anonymity of consumers, which the act claims will help achieve the country’s goals in consumer protection and combating money laundering and match fixing.

Denmark has been taking a hard line on money laundering activities since July 2022.

These new regulations will make it more difficult for minors and individuals who have opted to exclude themselves from gambling to wager with gambling firms. These individuals will also be mandated to set spending limits, which will further aid in safeguarding players.

The directive specifies that when anonymity is removed and betting purchases are linked to the player, it becomes more advantageous for gambling providers to monitor activities, thereby hindering and discouraging money laundering and match manipulation.

Measures for Responsible Gambling
The directive comprises numerous sections outlining expectations for land-based operators. Companies will be required to become familiar with players’ gambling habits and intervene to prevent an individual’s gaming behavior from escalating into problematic gambling.

Moreover, licensees will be obligated to establish written internal rules and procedures regarding responsible gambling, with the aim of preventing and deterring problematic gambling and gambling addiction.

As per the regulations, this will entail communicating and managing interactions with players exhibiting characteristics of problematic gambling, a responsibility to note and record information about player behavior, and conducting consumer risk assessments.

Businesses must also implement measures to ensure that promotional materials are not sent to players who have chosen to exclude themselves from participating in games of chance.
